Built to reimagine downtown San Francisco

The San Francisco Downtown Development Corporation (DDC) is a nonprofit public benefit corporation formed to revitalize downtown San Francisco.

Launched in 2025, the DDC brings together private investment, civic leadership, and cross-sector coordination to rebuild a more vibrant, resilient, and inclusive downtown. We are the organizing hub for downtown’s revitalization, moving quickly on urgent priorities while laying the groundwork for generational investment in San Francisco’s future.

To revitalize and reimagine downtown San Francisco through catalytic investments and collaboration.

The DDC will mobilize public and private capital to deliver transformational development projects, ensuring downtown San Francisco is a diverse, thriving center for everyone to live, work, play and learn.

We are reimagining a downtown where people want to live, work, play, visit, shop, and learn — a thriving urban core that drives equitable economic growth and reflects the best of San Francisco.

Our Approach

The DDC is guided by four values: collaboration, effective implementation, accountability, and resilience.

As a convener, we align efforts across local organizations, property owners, labor, private sector partners, and the City — building on their work, not duplicating it. As a funder, we catalyze capital for transformative projects and serve as the organizing vehicle that brings public and private dollars to bear on downtown’s most urgent challenges. As an executor, we lead select programs, including the Downtown Business Fund, with clear outcomes and a defined path to sustainability.

Our near-term focus is on visible improvements downtown: cleaner and safer streets, safer corridors, activated public spaces, and businesses opening in long-vacant storefronts. These early successes build momentum and lay the foundation for our longer-term vision: deploying billions in capital investment through public-private financing and downtown value creation.

As an independent nonprofit, we move with the speed and focus that downtown’s revitalization demands while working closely with city partners to align priorities and deliver results that benefit all San Franciscans.

Sam Cobbs

Board Member

Sam Cobbs currently serves as CEO of Tipping Point Community.

He has been connected to Tipping Point since its founding, previously leading First Place for Youth, a key grantee, for 12 years. Under Sam’s leadership, First Place became a national leader in supporting former foster youth. Sam has received the Annie E. Casey Foundation Fellowship and the James Irvine Foundation Leadership Award. He has a master’s degree in counseling from California State University, East Bay. When he is not at work, he is either hanging out with his twin daughters or playing golf.

Robert Fisher

Board Member

Robert J. Fisher is a San Francisco-based executive and civic leader dedicated to institutional governance, environmental policy, and the arts.

Following a 20-year career at Gap Inc., where he served as chairman and interim CEO, he transitioned his leadership to global sustainability.

As co-founder of the Pisces Foundation, he advances innovative solutions on environmental solutions and improving San Francisco. A former chair of SFMOMA and a long-standing board member of Conservation International, Robert bridges the gap between corporate strategy and cultural stewardship. He was born in San Francisco and holds a B.A. from Princeton and an MBA from Stanford Graduate School of Business.

Rebecca Foster

Board Member

Rebecca Foster is the founding CEO of the San Francisco Housing Accelerator Fund, a public-private partnership expanding tools to finance affordable housing.

Since 2017, the fund has invested nearly $700 million in housing preservation and development across San Francisco and the Bay Area, supporting more than 3,500 permanently affordable homes for more than 6,000 residents. Previously, Rebecca served as director of social impact investment under Mayor Ed Lee and as a vice president in public sector and infrastructure investment banking at Goldman Sachs. In addition to her service on the DDC board, she serves on the boards of the California Housing Partnership and the Non-Profit Housing Association of Northern California.

Board Member

Chris Larsen co-founded Ripple in 2012 to use blockchain technology and digital assets to enable financial institutions to send money across borders, instantly, reliably, and for fractions of a penny.

Prior to Ripple, Chris co-founded and served as CEO of Prosper, a peer-to-peer lending marketplace, and E-Loan, one of America’s first online mortgage lending service providers and now publicly traded online lender. During his tenure at E-Loan, he pioneered the open access to credit scores movement by making E-Loan the first company to show consumers their FICO scores. As a first-generation college student, Chris graduated from San Francisco State University in 1984.

Board Member

Chris Meany is the managing partner of Wilson Meany, where he strives to develop real places that offer the kind of life we all aspire to, where we get to engage with one another in an authentic community.

Communities under construction that Chris and his team are actively shaping include Treasure Island, Yerba Buena Island, and Bay Meadows. Notable completed projects include the Ferry Building, the Flood Building, 140 New Montgomery, Hollywood Park, and Intuit Dome. Chris is a California native and a graduate of Georgetown University. He currently splits his time between San Francisco and Los Angeles.

Olga Miranda

Board Member

Olga Miranda is president of Service Employees International Union (SEIU) Local 87.

Olga also serves as the secretary-treasurer of the SF Labor Council.

David Stiepleman

Board Chair

David Stiepleman is a co-founder and co-president of Sixth Street, the global investment firm.

He also serves as a director of Bay FC and is a strategic advisor to Westbound Equity Partners. David teaches private investment funds law at UC Law San Francisco, and is a writing tutor at Mount Tamalpais College, the accredited college inside San Quentin Rehabilitation Center. David graduated from Amherst College, where he is a trustee, and received his law degree from Columbia Law School.

Meg Whitman

Board Member

Meg Whitman is a business leader and former U.S. ambassador to Kenya with more than three decades of executive and public sector experience.

She served as CEO of eBay from 1998 to 2008, guiding its rise into a global e-commerce leader. From 2011 to 2015, she was president and CEO of Hewlett-Packard, where she oversaw its separation into HP Inc. and Hewlett Packard Enterprise. She later led Hewlett Packard Enterprise as president and CEO from 2015 to 2017. Meg has served on the boards of Procter & Gamble, General Motors, and Dropbox, and recently joined the board of CoreWeave Inc.

Shola Olatoye

Chief Executive Officer

Shola Olatoye is the inaugural CEO of the San Francisco Downtown Development Corporation.

Shola is an experienced real estate executive specializing in public-private partnerships. Prior to joining the DDC, Shola served as the chief operating officer at Eden Housing, a statewide nonprofit housing developer. In her role as COO, Shola managed operations across Eden’s 11,000-unit affordable housing portfolio in California. She also previously served as the director of housing and community development for the City of Oakland, California.

Before relocating to California, Shola served as chair and CEO of the New York City Housing Authority, the largest public housing authority in the U.S. A mayoral appointee, Shola created and launched NextGeneration NYCHA, a $10 billion, 10-year strategic plan to stabilize and modernize the agency. Shola serves as board chair of the Non-Profit Housing Association of Northern California and sits on the advisory board of the San Francisco Housing Accelerator Fund. Shola was a 2024 Bisnow awardee for Outstanding Excellence & Influence in Northern California Commercial Real Estate. She holds a B.A. from Wesleyan University and an M.P.A. from NYU Wagner.

Tyler Brandon

Chief Operating Officer

Tyler Brandon is Chief Operating Officer of the San Francisco Downtown Development Corporation.

She has built her career at the intersection of national policy and mission-driven startups. Most recently, she served as a director at Addepar, a fintech company. She previously served as deputy policy director for Pete Buttigieg’s presidential campaign and as deputy chief of staff in the Domestic Policy Council in the Obama White House. Tyler holds degrees from Harvard University and the Stanford Graduate School of Business.

TJ Wenzel

Managing Director, Capital Initiatives

TJ Wenzel is Managing Director of Capital Initiatives of the San Francisco Downtown Development Corporation.

TJ is a real estate private equity investor who brings commercial rigor and capital markets expertise to public-sector revitalization work. He leads DDC’s work on real estate and capital initiatives while on secondment from Sixth Street, where he is a principal in the real estate investing business. Prior to Sixth Street, TJ worked in investment banking at J.P. Morgan in New York, focused on corporate finance advisory and structured solutions. He holds a degree in economics from the University of Nevada, Las Vegas, where he graduated summa cum laude.

Program Manager

Anna Gallicchio is Program Manager of the San Francisco Downtown Development Corporation.

Anna is an urban planner and former consultant who translates data, community insights, and complex real estate analysis into clear recommendations and implementable plans. For the past five years, Anna worked at HR&A Advisors as a project manager and senior analytical staff member, leading housing and economic development consulting projects across the U.S. Prior to HR&A, Anna served as an AmeriCorps VISTA Employment Coordinator at a mental health nonprofit in Washington, D.C. She holds degrees in economics and international affairs from the George Washington University.

Executive Assistant and Operations Manager

Shirley Fonseca is Executive Assistant and Operations Manager of the San Francisco Downtown Development Corporation.

Shirley brings more than 12 years of experience in property management, project management, and staff oversight. In her most recent role at Eden Housing, she played a pivotal role in driving operational efficiency and providing high-level support to executive leadership. As the leader of the Operations Business team, Shirley provided strategic direction, fostered collaboration, and ensured clarity in execution.

Jaime Tollas

Fundraising Lead

Jaime Tollas is the Fundraising Lead for the San Francisco Downtown Development Corporation.

Jaime has spent 25 years in nonprofit development in San Francisco, including nine as director of development for Sterne School. Since launching her consultancy, her clients have included San Francisco Symphony, SFMOMA, Bay Area Discovery Museum, CalAcademy, and most recently, The Salvation Army San Francisco and S.F. Democrats.
